One crash count. Five divisors.

Every per-mile safety claim about a robotaxi is a fraction. The count below is fixed and does not move. Only the divisor changes — and with it, the answer.

What counts as a report here

A report is counted once, at its latest version. Filings that assert nothing happened are excluded, and only vehicles operating without a driver are in scope.

When a divisor covers one state, the count is restricted to reports filed in that state before dividing. Without that restriction this figure would be 288 — a national count over state mileage.

Log-scale fan of 5 divisors for waymo in 2026Q1. CPUC driverless deployment VMT: 6.67 per million miles, 95% interval 5.72 to 7.73. 4 divisors produce no rate.

Every interval above is the same relative width, because the count never changes between rows. Any spread you see is therefore caused by the divisor, not by chance.

A divisor measuring one state can only speak for the reports filed there.
Why three of these produce no rate

CPUC drivered pilot VMT. SGO crash reports do not record which CPUC permit programme the vehicle was operating under, so the numerator cannot be restricted to this divisor's population. Reported as a null rather than an uninterpretable ratio.

Operator-published cumulative miles. No Operator-published cumulative miles filed for this operator and period. Source: https://waymo.com/safety/impact/

Texas authorized vehicle-days. Vehicle-days measure permission, not distance. Plotting them on a per-mile axis would compare unlike quantities.
